WARRENSBURG, MO – Warren E. Haynes, whose higher education experience includes teaching,
workforce training, leadership in workforce and economic development and continuing
education programs, will share his knowledge and skills with the University of Central
Missouri and its students as the new director of UCM–Lee’s Summit. His appointment
begins July 17.
Haynes, who currently resides in the greater Raleigh, N.C. metropolitan area, has
served since 2015 as dean of Workforce and Economic Development for Halifax Community
College (HCC), one of 58 colleges within the North Carolina Community College System.
His primary responsibilities at HCC have included leadership for designing and implementing
curriculum and instruction that is workforce focused, and providing strategic leadership,
direction and management for all efforts related to non-credit education and training.
Laurel Hogue, vice provost for Extended Studies at UCM, announced Haynes’ appointment,
noting that his background will support the university as UCM-Lee’s Summit embarks
on a new era of service to the Kansas City metropolitan area.
“Dr. Haynes is filling a critical position for UCM at a time when we are looking at
new opportunities to develop partnerships with area businesses and industries that
meet specific workforce needs,” Hogue said. “Considering his background, we have great
confidence in his ability to help UCM make a strong contribution to the delivery of
educational services what will support economic development, while also serving the
vast needs of other adults in the metro area who want to further their education.”
Haynes’ career in education also includes service at Kentucky State University, Frankfort,
Ky., in positions that include teaching assignments and service as interim department
chair and chief administrative officer for the School of Public Administration, Social
Work & Criminal Justice; postdoctoral associate in the Department of Public Policy
and Administration for Rutgers University, Camden, N.J.; and director of the Advanced
Workforce, both for the Department of Continuing Education and Customized Training
at Frederick Community College, Frederick, Md. He also held positions that included
director of Community and Workforce Development and assistant professor for the Department
of Workforce Development and Continuing Education at Northern Virginia Community College,
Alexandria, Va.; coordinator of Continuing Education for the Department of Continuing
Education at Passaic County Community College, Paterson, N.J.; and assistant area
development director for the United Negro College Fund, New Jersey Region, Newark,
N.J.
Haynes’ education includes bachelor’s and master’s degrees from Morgan State University;
a master’s degree from City University of New York, Bernard M. Baruch College; doctorate
from the University of Baltimore; and postdoctoral training at Rutgers University.
Asked about the opportunity to lead UCM-Lee’s Summit, Haynes compared his new role
to being somewhat like a key part of an orchestra where all the key elements come
together to create an” impactful symphony.”
“Similarly, community engagement, workforce development and professional training
designed to meet the needs of business, industry and third sector organizations coupled
with strong collaborative partnerships are some of the ingredients of a strong and
vibrant economy,” he said. “As I searched for the right synergistic fit, UCM–Lee’s
Summit continued to surface. The UCM-Lee's Summit opportunity ideally meshed with
my experience, skills, and entrepreneurial spirit. I love to see individuals and organizations
become their personal and professional best. I look forward to being in concert with
the greater Kansas City, Missouri labor workforce needs.”
Relocating just east to the new Missouri Innovation Campus (MIC) facility this fall,
UCM–Lee’s Summit is currently located at 850 NW Chipman Road, serving as the university's
residence center for educational opportunities in the Kansas City region for undergraduates,

professional development opportunities for employees. The university offers certificate
or certification programs in different subject areas to help existing employees improve
