Purpose/Policy Statement

The University of Central Missouri's Board of Governors believes that for the best interests of the university, it is important to enable the university president to strengthen his or her performance through assessment. The board also believes that an evaluation is an important tool for establishing mutually agreeable goals for the university and the university president, and examining the condition of the presidency and the state of the university.

The Board of Governors will conduct an annual evaluation of the university president at a time agreed upon in advance by the board. All aspects of the presidential evaluation process will be confidential and will remain a closed record of the Board of Governors.

Procedure

The evaluation will be conducted as follows:

I.        The university president will annually prepare a narrative report which addresses:

  • the progress of the university toward previously established goals
  • the progress of the university president toward his/her established job targets
  • challenges and opportunities facing the university
  • the university president's proposed plans and strategic goals for the coming year

II.        The Board of Governors may, at its discretion, conduct a strictly confidential survey of constituents, both internal and external to the university. If a survey instrument is used, the board secretary will distribute surveys and summarize the results for use by the entire board. The board may, at its discretion, request supplemental information from other sources. The board may also, at its discretion, choose to employ a consultant to facilitate the evaluation process, gather information and/or provide necessary data.

III.       The board secretary will ensure that each member of the board receives a copy of the president's narrative and the survey results before the closed session in which the evaluation is scheduled for discussion.

IV.       The board will discuss both the president's written narrative, the results of any survey, and any supplemental information in closed session. The university president will be excused from the closed session while the discussion is taking place. At the end of the discussion, the university president will return to the board's closed session and be presented with a summary of the board's discussion. This summary will be subsequently transcribed to a written format for the record.

V.        The presidential evaluation will be incorporated into contract renewal discussions. These discussions may involve issues of compensation, terms of employment, and other issues to be agreed upon by the Board of Governors and the university president.

VI.       After the presidential evaluation, the Board of Governors, in collaboration with the university president, will establish strategic goals for the university and job targets for the president for the coming year. At the same time, assessment measures for those strategic goals and job targets will be agreed upon by the board and the university president. Presidential evaluations will be based upon these strategic goals, job targets and assessment measure
