UCM Police Sergeant Graduates from Nation’s Premier Administrative Officers Course

Sgt. Joe Jennings of the UCM Department of Public Safety has graduated from the 155th
Administrative Officers Course at the University of Louisville’s Southern Police Institute.

 

University of Central Missouri (UCM) Police Sgt. Joe Jennings has graduated from the 155th Administrative Officers Course (AOC) at the University of Louisville’s Southern Police Institute (SPI), completing one of the most selective and demanding law enforcement leadership programs in the country. Fewer than 100 officers internationally are accepted into the program each year.

Jennings was also honored with the Director’s Award for Academic Excellence, awarded to the graduate achieving the highest academic performance in the 155th AOC class.

Founded in 1951, SPI is recognized internationally for developing high-level police leaders. Its Administrative Officers Course is an intensive executive program designed to prepare experienced officers for senior command roles through advanced instruction in leadership, public policy, organizational management and the evolving challenges of modern policing.

Over 13 weeks of in-residence graduate-level coursework, Jennings and his cohort completed extensive research, writing, professional presentations and collaborative problem solving that requires sustained discipline, analytical skill and executive leadership capability. The 155th AOC class included 43 law enforcement professionals from 17 states, representing agencies of varied sizes, missions and complexities. The program concluded with graduation ceremonies on May 7.

His graduation from the Administrative Officers Course marks a milestone as Jennings is the first member of UCM’s Department of Public Safety to complete the program.

Jennings’ graduation from the Administrative Officers Course is an outstanding achievement and speaks to the professionalism and leadership he brings to our department every day,” UCM Director of Public Safety Bill Brinkley said. “The additional knowledge and perspective he gained through this program will continue to benefit our officers and the university as a whole.”

A Warrensburg native, Jennings has served with UCM’s Department of Public Safety for 13 years, including more than a decade as a police sergeant. He is widely regarded for his operational leadership and technical expertise, particularly his work as a Drug Recognition Expert Instructor, where he supports statewide efforts to identify drug-impaired drivers and strengthen roadway safety. He is also highly regarded for his role in public information and strategic communications, where he is routinely relied upon to provide clear, timely and effective messaging during routine operations and major incidents.

Jennings also leads initiatives in policy development, technology and software management, grant administration, and emergency operations planning for large-scale university events. His work has helped secure nearly $780,000 in external funding to enhance equipment, technology, and safety operations across the department.

His leadership has contributed to UCM’s recognition by partners such as the Missouri Department of Transportation for its proactive approach to traffic safety and impaired driving enforcement. He has also built strong partnerships with national organizations, including MADD Sports and NDUR for Athletes, as well as campus groups to promote responsible behavior and community engagement.

Jennings is widely respected for modernizing emergency operations planning for major campus events, ensuring coordinated and well-structured safety strategies that protect students, staff and visitors.

Jennings holds a master’s degree in College Student Personnel Administration from UCM and a bachelor’s degree in Public Administration from Missouri State University. He is pursuing a second master’s degree at the University of Louisville.
