The University of Central Missouri (UCM) Board of Governors met Sept. 18 on the Warrensburg
campus to address capital project funding.
At the recommendation of President Roger Best, the board did not move forward with
a proposed general obligation bond issue due to interest rate concerns. Interest rates
have increased steadily over the last two months in anticipation of higher rates from
the Federal Reserve Bank. Approval during current market conditions would have locked
the university into higher rates for the bonds’ 20-year term.
In light of the decision not to issue bonds, the board voted to pause work on the
Yeater Residence Hall, a proposed Welcome Center, and improvements to the Utt and
Grinstead buildings.
The board also appointed Kristi Harms, associate vice president of Budget and Planning,
as university treasurer, per board policy.
